I am trying to create new user in Azure AD as a default user.
The following powershell script does not create a default user
Add-AzureADDefaultUser -userObjectId $userObjectId

However when I look at the API operation for this role, it gives following error message
OperationId or resourceId is not valid.

So I thought I needed to get an authorization of a user who already exists in the tenant to do this, so I am using the following script
$client = Get-AzureADClient
$userObjectId = “userObjectId”
$tenantId = “tenantId”

$role = “myrole”
$user = “myUser”

$userDetails = New-AzureADUserMetadata -UserPrincipalName $user -DisplayName $user

$userDetails.Roles.Add($role)

Add-AzureADDefaultUser -UserObjectId $userObjectId -UserPrincipalName $user -TenantId $tenantId

The error I get is

I ran into the same issue and found it’s because you need to create the user first using the Add-AzureADDefaultUser cmdlet.
