2) in defining the relationships in the global governing system, i use the terms peer, adversary, and participant based on ideas used in the study of global politics. i use the term ‘peer’ in the sense of competency and parity in which the two actors are of equal status. they’sit’ on the same level and not necessarily directly in a relationship of collaboration, but rather as ‘opponents’ seeking to establish or maintain their own sources of global influence. in this sense, the ifi’s struggle to gain legitimacy, or the usa, on the other hand, is a constant and relatively stable status that does not offer any opportunities to change the framework of global power relations.
this paper is a response to recent research by a group of academics and students (including myself) who were looking for insight into the st petersburg international economic forum (spief) — a biennial international forum on public and private sector issues that takes place in st petersburg, russia.
in an attempt to get access to the forum and its attendant social/economic events, we created an email account with the name of a russian bank. under the guise of being an “expat” from the usa, we were able to infiltrate the security and gain access to the forum. we studied spief from 1-2 june, 2011.
spief is an annual event that was originally created by a russian business magnate, yuri kovalchuk, as a tool to gather businesses and policy makers from over 150 countries together in st petersburg, russia, in order to create a “flawless” economic environment for business investment. once a year for three days, multi-national corporations and government policymakers from around the world come together to discuss government policy, international trade, and economic developments. the event is organized by the american chamber of commerce, russian federation trade and industry chamber, russian embassy, and the st petersburg government.
the political context for this work has been the evolution of global governance. the un’s world order and the developing norms of international security policy have brought forth forms of global governance that are more different and more interconnected than ever. this book examines two aspects of that global governance: organizations of global governance and the politics and processes of global governance.
the organizations of global governance derive their authority from the political claims of states. the politics of global governance is the combination of power and ideology that derives legitimacy for the institutions of global governance. but these are only two of four aspects of global governance. the other two are national state interests and the practices of global governance, economic policy and soft power .
the organizations of global governance that derive their authority and legitimacy from the political claims of states exist in the form of political unions and regional organizations and organisations, both intergovernmental and international non-governmental.
unions represent the most common form of global governance organization. all of the current un organizations are unions. in the un the unions are different: un member states , the security council (the un’s main executive and policy making body), and the general assembly (the un’s main deliberative body). the two formal “sub-regions” of the un are the regional organizations and the international non-governmental organizations (ingos).
the united nations charter is the foundation of the united nations. it lays out the fundamental principles on which the un is founded and to which member states are bound. under the charter member states are represented in the un by members of the un. states are not represented by political figures, they are represented by the states themselves.
