A proposal has been presented that the Government of India relax norms for registration of utility and certain immovable properties in the name of the minor. Stating that minor is a person who is under 21 years of age, the proposal says that while registration in a general category has been virtually made compulsory for that category of the owner, such is not the case for minors and taking cognizance of the prevailing situation, it is felt that the provisions are unduly stringent and may implicate the right of the minor and lead to grave injustice.

Section 4 of the Proposal says the minor can get registration in the name of his/her parents or guardian so long as, the parents or its legal guardian fails to have an authorised acknowledgement of the minor.

Minimum government land hold down in Kachin state is at 10 percent and in Kokang state at 6 percent, as per a study carried out by researchers. Hkaw Min Hkaw youth foundation head Che Tang Hkaw said that while the respective land hold downs are 10.5 percent and 10 percent in Kachin state, in Kokang state it is at 6.5 percent. He said that more than 37.5 percent of total landhold public land in the country is in the hands of the general public which is an approximation of ownership.
