Instead, the idea is to create a file that has the same contents as the web page, and which has a similar filename.
The problem with this, of course, is that it doesn’t do anything to stop the user from deleting the cache file, or changing the filename to something that looks the same but isn’t.
So, if you create a file using the full path of the web page, you’ll have to avoid using a file with spaces in the path name.

So, you’ll need to download a web server, such as IIS, and create a file that has the same name as the page, but without spaces.
That could be a simple download of the web page using Internet Explorer, and then saving it as the page name you want.
If you don’t know how to do that, I’d recommend using a web page download tool.
That will help you save the page as the file you want it to be, and include the full path in the filename.

How to use

Install it.
You have to run the setup of the app, because it has a short activation period.
Open Mstex.exe from the %appdata% folder of the user account where you installed the application.
Click on “Start menu” and “Create Desktop Shortcuts”.
You can add your own shortcut.

The main window of Mstex will show the application parameters:
