Blending Images
Two images can be blended or overlapped into a new image (or layer). While blending is a solid option in the time-poor world of digital photography, when you combine a layer and its background layer into a new document, you can blend the image between the two backgrounds.
Take a look at Figure 3-6 to see the process of blending two layers. In the figure, I used Photoshop Elements to merge images of my head to a background of my dining room.
Photoshop Elements has three blend modes, which are pixel-based modes that specify how to blend two layers. Figure 3-7 shows how to blend layers using the normal (or default) mode, Multiply.
Photoshop Elements uses a blending mode that allows only two layers to be blended; the third results in a black (or white) fill of the areas where the two layers overlap. The blending mode color menu is found in the Options/Custom Menu.
Also notice the Layer Masks in the Layers panel. When a layer is masked or faded, you see an opaque pixelated pattern that is the same color as that layer. When you edit a layer that is masked, the pixels of the layer are covered by the mask. In Figure 3-7, the red layer is masked because I turned the color to Transparent.

Creating and Altering Effects
Once you begin playing around with layers and effects, it is inevitable that you’ll be tempted to try a new effect each time you use Photoshop Elements. However, trying out each effect can be time-consuming and just plain boring.
Fortunately, Photoshop has a wonderful library of effects you can apply to your images — for a price! But to be honest, I hate having to pay $100 or $200 for an effect, so you’re not going to see me using those effects that often.

NHS staff are forced to make ‘difficult choices’ to care for children who are homeless due to environmental factors and a lack of resources within the NHS, a survey by NHS England has found.
It found that staff are forced to make these choices with little resources and support from services such as social services and housing to determine whether a child should be provided with a bed at home.
The NHS England survey found that more than half of the responses given by health workers involved children between the ages of six months and 16 years.
In many cases, it appears to be due to logistical issues, as the service in question was not the most appropriate for the child.
Surveyors found that 30 per cent of responses to the survey were from children who should not have been homeless, but were left where they were, because there was nothing else available.
It found that almost 40 per cent of the children who were homeless involved a care order on their parents, and the children were removed from their parents by the local authority.
Within the responses, 13 per cent of the children involved were referred to the National Housing Federation or other housing providers, but it is unclear how many of these referrals were successful.
Data was collected between June and August last year.
The survey also found that 67 per cent of the responses were from children between the ages of six months and five years old, with the most common age group being the under sixes.
Of those children, the survey found that 51 per cent of responses came from those who were on guardianship, including care and accommodation arrangements, as well as homeless children.
The number of responses came from the health workers in the areas of statutory provision as well as those provided through health visiting and the primary healthcare team, as well as voluntary roles and social care.
Of the health workers who responded to the survey, it was found that 91 per cent believe that a lack of resources is the main obstacle to securing a suitable placement for children who are homeless.
The survey asked health workers for their opinion on the need for services aimed at the prevention and reduction of homelessness, as well as the provision of alternative housing.
It found that 51 per cent of respondents want all services to be improved, with 57 per cent of those providing health visiting responses claiming that they want to help reduce homelessness.
